It sounds like Azerbaijan thinks it can recapture Nagorno-Karabakh from the Armenians, an unlikely prospect given Azerbaijan's military feebleness. Ethnic Armenians cleansed the narrow corridor of ethnic Azerbaijanis in the early 1990s and opened up a corridor to Armenia. Since then, the conflict has remained largely frozen.
