Addressing the leaders of Iran and North Korea, British Prime Minister Gordon Brown says his country is preparing to get tougher:
"We are ready to consider further sanctions. The onus now on non-nuclear states is that is is for them to prove that they are not develping nuclear weapons.
Brown also says Britian is developing a new "nuclear center of excellence" to help countries develop their civilian nuclear capacity.
