He called on the United States to "fulfill its international responsibilities, abide by global rules, and change its protectionist ways." A recent victory on a poultry dispute may have Chinese trade officials feeling confident about their free-trade credentials. And with Congress in a harsh mood over China's currency valuation, Beijing is no doubt eager to remind Washington that any retaliatory duties may well fall afoul of WTO rules.
