In any event, with Russia, Turkey, and now Germany opposing a no-fly zone and Hillary Clinton saying that U.S. support would require a security-council resolution, the idea seems somewhat dead in the water. Nonetheless, as Colum Lynch reports, Lebanon has introduced a resolution on the topic in the Security Council today.
