I suspect rank inflation in the military is a subject we don’t talk about enough. Is there any remedy?

I was thinking about this when I reading about a comment made in 1926 by the Chief of Research and Engineering at the Office of the Army’s Chief Signal Officer. The chief’s rank? Major. (Fwiw, he was proposing a study of whether radio microwaves might be used to detect fast aircraft. As we now know, the answer was yes.)
