Stephanie Schwartz is an assistant professor of international relations at the University of Southern California and was a 2018-2019 postdoctoral fellow at the University of Pennsylvania’s Perry World House. An earlier version of this article won the 2019 Perry World House Emerging Global Scholars Prize.
