The EU & Foreign Policy Defense Forum 2019 is presented in partnership between Foreign Policy and the European Union. On the occasion of the 75th anniversary of D-Day and against the backdrop of evolving dynamics shaping EU-U.S. relations, this event will convene a timely and critical conversation about the future of the transatlantic security alliance. Through a mix of dynamic sessions, fireside chats and engaging discussions, the Forum will bring together some of the foremost leaders across the American and European defense and security community exploring ways to foster continued cooperation around common objectives and priorities.

Mark Beall is the Chief of the Joint Artificial Intelligence Center’s Strategic Engagement and Policy directorate in the Department of Defense. He is a policy professional whose assignments include a range of regional and functional positions in the Office of the Secretary of Defense and intelligence community. He holds a B.S. from Embry Riddle Aeronautical University and a Master of Arts in National Security Affairs from the Institute of World Politics, where he specialized in Soviet “active measures” and U.S. efforts to counter adversary propaganda. He is also the founder of the Burke-Paine Society.

Brennan is also a member at the Council on Foreign Relations and sits on the Advisory Board for the University of Virginia School of Politics.

Chris Brose is Head of Strategy for Anduril Industries where he is responsible for helping position the company to build technologies that solve the most important defense problems. Chris has a deep understanding of how tech companies can work with DoD, including experience navigating the challenges startups face when working on military projects and applying cutting edge technologies to solve defense problems. Chris was most recently the staff director of the Senate Armed Service Committee under McCain. During his tenure, the Committee conceived and delivered landmark reforms to defense strategy, personnel, procurement, and technology policy.

Derek Chollett

Derek Chollet is the Executive Vice President for Security and Defense Policy at The German Marshall Fund. From 2012-2015, Mr. Chollet was the U.S. Assistant Secretary of Defense for International Security Affairs. In that role, he was a senior advisor to two secretaries of defense, Leon Panetta and Chuck Hagel, and was awarded the Department of Defense Medal for Distinguished Public Service. Prior to joining the Pentagon, Mr. Chollet served at The White House as special assistant to the president and senior director for strategic planning on the National Security Council Staff. From 2009 to 2011, he was the Principal Deputy Director of Secretary of State Hillary Clinton’s Policy Planning staff. From November 2008 to January 2009, he was a member of the Obama-Biden Presidential Transition Team.

Elbridge Colby

Elbridge Colby is the Director of the Defense Program at the Center for a New American Security, where he leads CNAS’ work on defense issues. Previously, Colby served as the Deputy Assistant Secretary of Defense for Strategy and Force Development from 2017-2018. In that role, he served as the lead official in the development and rollout of the Department’s preeminent strategic planning guidance, the 2018 National Defense Strategy (NDS). Colby also served as the lead official in the development of the 2017 Secretary’s Force Planning Priorities, which guided the review of and topline increases for the FY2019 defense budget, and the 2018 Defense Planning Guidance, which provided guidance for the development of the FY2020 defense budget. Colby is a recipient of the Exceptional Public Service Award from the Office of the Secretary of Defense and of the Superior and Meritorious Honor Awards from the Department of State.

John Demers

John Demers became Assistant Attorney General for National Security in 2018. In that capacity, he leads the Department of Justice’s efforts to combat national security related cyber-crime, terrorism and espionage, to enforce export control and sanctions laws, to use the authorities of the Foreign Intelligence Surveillance Act, and to conduct national security review of foreign investments.  Prior to rejoining the Department, John was Vice President and Assistant General Counsel at The Boeing Company, where he held several senior positions.

Mr. Domecq was appointed as EDA Chief Executive in 2015. Prior to his appointment, Jorge Domecq, a senior Spanish diplomat, served as Ambassador Permanent Representative of Spain to the Organisation for Security and Cooperation in Europe (OSCE) and as Ambassador of Spain to the Republic of the Philippines. Since the start of his diplomatic career in 1985, Jorge Domecq has held several positions with the Spanish Ministry of Foreign Affairs.

Rachel Ellehuus

Rachel Ellehuus is deputy director and senior fellow with the Europe Program at the Center for Strategic and International Studies (CSIS). Before coming to CSIS, she served as principal director for European and NATO Policy in the Office of the Secretary of Defense at the U.S. Department of Defense. From 2009 to 2012, Ms. Ellehuus was based in London, assigned to the Strategy Unit in the UK Ministry of Defense. Prior to her work at the Department of Defense, Ms. Ellehuus was a researcher at the Danish Institute of International Affairs and lived in Prague, Czech Republic, where she worked at the EastWest Institute.

Julie Fisher serves as the Deputy Assistant Secretary of State for Western Europe and the EU. She previously served as the Deputy Permanent Representative of the U.S. Mission to NATO leading preparations for the 2018 Brussels Summit and the move to the new NATO HQ.  She has also served in assignments at the U.S. Embassies in Tbilisi, Georgia; Kyiv, Ukraine and Moscow, Russia, as well as tours at the National Security Council, the bureaus for European Affairs and Near Eastern Affairs, and as a member of the Secretary of State’s Executive Secretariat Staff.

Most recently, he was Deputy Commanding General of U.S. Army Central, in Arifjan, Kuwait. Prior, she served as Principal Deputy Assistant Secretary of State for the Bureau of Political-Military Affairs. Before joining the Bureau of Political-Military Affairs, Ambassador Kaidanow served  as Ambassador-at-Large and Coordinator for Counterterrorism. She was the first U.S. Ambassador to the Republic of Kosovo in 2008.

Jüri Luik is currently the Estonian minister of Defense. He has held the positions of Estonian Minister of Foreign Affairs, Estonian Minister of Defense and the permanent representative for Estonia in NATO. Between 2012 and 2015, he served as Ambassador of Estonia to the Russian Federation. He was the Director of the International Centre for Defence and Security [RKK ICDS] from 2015 to 2017. Mr. Luik was also the Ambassador Extraordinary and Plenipotentiary of the Republic of Estonia to Canada, the United Mexican States and the United States of America from 2003 to 2007. He has been active in Estonian foreign affairs since 1991.

Dr. Johann Schmid is the Director of COI Strategy and Defence (COI S&D) at the European Centre of Excellence for Countering Hybrid Threats (Hybrid CoE) in Helsinki Finland. As an officer in the German armed forces since 1989 he has been working in various fields within the organization ever since. This includes different functions/missions within the fighting force of the army, assignments to NATO as well as to the academia. From 2014 to 2018 he served within the political department of the DEU Ministry of Defence. His academic work focuses on the theory of war.

Previously he served as Principal Advisor on External Affairs to former President of the European Council Herman Van Rompuy, and was the first to head the EU Delegation at the United Nations, New York, after the entry into force of the Lisbon Treaty. He has been active in the field of CSDP since 2000, including by heading the Directorate for Civilian Crisis Management at the General Secretariat of the Council. Prior to joining the EU, Pedro Serrano served as a Spanish diplomat.

Former Military Assistant of the Operation Commander of EUNAVFOR MED - Operation SOPHIA, Ettore Socci has been recently designated as next Force Commander. He joined the Italian Navy in 1985 and graduated after four years, earning a maritime and naval sciences degree. In the first half of his career, he served on board of several warships, sailing the Mediterranean Sea, Persian Gulf, Atlantic and Indian Ocean and participating in national, UN, NATO and EU operations. Ashore, he worked in the Italian Navy General Staff and was then part of the Chief of Defence cabinet. During his service abroad, he represented Italy at the EU Military Committee Working Group in Brussels and contributed to drafting the EU Maritime Security Strategy and the related action plan.

Between 2013 and 2015, Mr. Travers served as the Special Assistant to the President and Senior Director for Transnational Threat Integration and Information Sharing on the National Security Council. He has received numerous awards, including the Meritorious Executive Presidential Rank Award.

Mr. Van Gemert is a Dutch national with a long career in law enforcement and national security. He joined the Dutch National Intelligence Service in 2004, when he was appointed Director of National Security at the General Intelligence and Security Service (AIVD). He was later appointed Director of Cyber Security in 2012. In this function he was, among other topics, responsible for the new National Cyber Security Centre (NCSC), part of the Ministry of Security and Justice. On 1 May 2014, Mr van Gemert took up the position of Deputy Executive Director of Europol and Head of the Operations Directorate. He manages a department of experts, specialists and analysts dealing with serious and organised crime, as well as terrorism and cybercrime.
