A pioneer in global public health for more than 35 years, Dr Seth Berkley has been a champion of equitable access to vaccines and of innovation, and a driving force to improve the way the world prevents and responds to infectious disease. A medical doctor
and infectious disease epidemiologist, Dr Berkley joined Gavi, the Vaccine Alliance as its CEO in August 2011. Under his leadership, Gavi has accelerated global immunisation access in its mission to save lives, reduce poverty and protect the world against the
threat of epidemics and pandemics. During his tenure, Gavi has increased coverage of routine immunisation in lower-income
countries: even during the COVID-19 pandemic, Gavi helps protect nearly half the world’s children, vaccinating more than 888 million children in just over two decades, reducing vaccine-preventable child deaths by 70% and preventing more than 15 million
future deaths. He has also played a pivotal role in changing the way the world prevents and responds to global health crises, by helping accelerate the development of and access to powerful new vaccines against diseases such as Ebola; and he has led the
way in ensuring emergency vaccine stockpiles for diseases of epidemic potential, including Ebola, yellow fever and cholera. Dr Berkley has taken the case for vaccine equity and placed it at the centre of the global health agenda, warning of the growing threat of pandemics in the face of global trends like climate change, urbanisation, population growth, conflict, human migration and antimicrobial resistance. At the beginning of the COVID-19 pandemic, Dr Berkley co-created COVAX, the only global multilateral solution aimed at
ending the acute phase of the pandemic by providing equitable access to COVID-19 vaccines for people in all countries,
regardless of their ability to pay. As a leader of COVAX, Dr Berkley has helped drive the international COVID-19 pandemic
response by working with partners and the leaders of 193 economies to put in place the mechanisms and funding to secure
and deliver billions of COVID-19 vaccine doses to people in 92 lower-income countries to ensure that no one is left behind. Under Dr Berkley’s leadership, in 2019 Gavi received the Lasker~Bloomberg Public Service Award for providing sustained
access to childhood vaccines in the world’s poorest countries, and in 2020 the Princess of Asturias Award for International
Cooperation. Since 2020, Dr Berkley has led Gavi’s efforts to raise US$ 21 billion for its core programmes and COVID-19
vaccine procurement. In 2021, Fortune listed Dr Berkley as one of the World’s 50 Greatest Leaders. Prior to Gavi, in 1996, Dr Berkley founded the International AIDS Vaccine Initiative (IAVI), the first vaccine product development
public-private sector partnership, where he served as President and CEO for 15 years. Under his leadership, IAVI created a
virtual vaccine product development effort involving scientists from low-income countries, industry and academia – developing
and testing HIV vaccines around the world. He also oversaw a global advocacy programme that ensured HIV vaccines
received prominent attention in the media and in forums such as the G8, the European Union and the United Nations. Previously, Dr Berkley served as an officer of the Health Sciences Division at The Rockefeller Foundation. He has worked for the Center for Infectious Diseases of the US Centers for Disease Control and Prevention (CDC); the Massachusetts Department of Public Health; and the Carter Center, where he was assigned as an epidemiologist at the Ministry of Health in
Uganda, playing a key role in Uganda’s first national HIV sero-survey and helping develop its national AIDS Control Program.
He has been featured on the cover of Newsweek magazine; recognised by TIME magazine as one of “The TIME 100 –
The World’s Most Influential People”; and named by WIRED magazine as among “The WIRED 25 – a salute to dreamers,
inventors, mavericks, leaders.” His TED talks have been viewed by more than 2.4 million people, and he has published
hundreds of articles and opinion pieces. He has consulted or worked in more than 50 countries in Africa, Asia and Latin
America. Dr Berkley sits on a number of international steering committees and corporate and not-for-profit boards; has held
academic appointments at Brown, Columbia and New York Universities; and is currently an Adjunct Professor at the University
of Geneva’s Institute of Global Health in the Faculty of Medicine. Dr Berkley received his undergraduate and medical degrees from Brown University and trained in internal medicine at Harvard
University. In 2013, he was awarded an Honorary Doctorate by Nelson Mandela University in Port Elizabeth, South Africa, for
services to global public health and advancing the right to health care for all. In 2021, Dr Berkley received an Honorary Doctor
of Science degree from Makerere University School of Public Health in Uganda.

Dr. Fauci was appointed director of NIAID in 1984. He oversees an extensive portfolio of basic and applied research to prevent, diagnose, and treat established infectious diseases such as HIV/AIDS, respiratory infections, diarrheal diseases, tuberculosis and malaria as well as emerging diseases such as Ebola and Zika. NIAID also supports research on transplantation and immune-related illnesses, including autoimmune disorders, asthma and allergies. The NIAID budget for fiscal year 2022 is approximately $6.3 billion. Dr. Fauci has advised seven presidents on HIV/AIDS and many other domestic and global health issues. He was one of the principal architects of the President’s Emergency Plan for AIDS Relief (PEPFAR), a program that has saved millions of lives throughout the developing world. Dr. Fauci also is the longtime chief of the Laboratory of Immunoregulation. He has made many contributions to basic and clinical research on the pathogenesis and treatment of immune-mediated and infectious diseases. He helped pioneer the field of human immunoregulation by making important basic scientific observations that underpin the current understanding of the regulation of the human immune response. In addition, Dr. Fauci is widely recognized for delineating the precise ways that immunosuppressive agents modulate the human immune response. He developed effective therapies for formerly fatal inflammatory and immune-mediated diseases such as polyarteritis nodosa, granulomatosis with polyangiitis (formerly Wegener's granulomatosis), and lymphomatoid granulomatosis. A 1985 Stanford University Arthritis Center Survey of the American Rheumatism Association membership ranked Dr. Fauci’s work on the treatment of polyarteritis nodosa and granulomatosis with polyangiitis among the most important advances in patient management in rheumatology over the previous 20 years. Dr. Fauci has made seminal contributions to the understanding of how HIV destroys the body's defenses leading to its susceptibility to deadly infections. Further, he has been instrumental in developing treatments that enable people with HIV to live long and active lives. He continues to devote much of his research to the immunopathogenic mechanisms of HIV infection and the scope of the body's immune responses to HIV. In a 2021 analysis of Google Scholar citations, Dr. Fauci ranked as the 35th most-cited living researcher. According to the Web of Science, Dr. Fauci ranked 9th out of 2.5 million authors in the field of immunology by total citation count between 1980 and January 2021. During the same period, he ranked 20th out of 2.4 million authors in the field of research & experimental medicine, and 132nd out of 992,000 authors in the field of general & internal medicine. Dr. Fauci has delivered major lectures all over the world and is the recipient of numerous prestigious awards, including the Presidential Medal of Freedom (the highest honor given to a civilian by the President of the United States), the National Medal of Science, the George M. Kober Medal of the Association of American Physicians, the Mary Woodard Lasker Award for Public Service, the Albany Medical Center Prize in Medicine and Biomedical Research, the Robert Koch Gold Medal, the Prince Mahidol Award, and the Canada Gairdner Global Health Award. He also has received 53 honorary doctoral degrees from universities in the United States and abroad. Dr. Fauci is a member of the National Academy of Sciences, the National Academy of Medicine, the American Academy of Arts and Sciences, and the American Philosophical Society, as well as other professional societies including the American College of Physicians, the American Society for Clinical Investigation, the Association of American Physicians, the Infectious Diseases Society of America, the American Association of Immunologists, and the American Academy of Allergy, Asthma & Immunology. He serves on the editorial boards of many scientific journals and as an author, coauthor, or editor of more than 1,400 scientific publications, including several textbooks.

Dr. Atul Gawande is the Assistant Administrator for Global Health. He is a renowned surgeon, writer, and public health leader. Prior to joining the Biden-Harris Administration, he was a practicing general and endocrine surgeon at Brigham and Women’s Hospital and a professor at Harvard Medical School and the Harvard T.H. Chan School of Public Health. He was founder and chair of Ariadne Labs, a joint center for health systems innovation, and of Lifebox, a nonprofit making surgery safer globally. He also co-founded CIC Health, a public benefit corporation supporting pandemic response operations nationally, and served as a member of the Biden transition COVID-19 Advisory Board. From 2018-2020, he was CEO of Haven, the Amazon, Berkshire Hathaway, and JPMorgan Chase healthcare venture. In addition, Atul was a longtime staff writer for The New Yorker magazine and has written four New York Times best-selling books: Complications, Better, The Checklist Manifesto, and Being Mortal. He is a member of the National Academy of Medicine and the winner of two National Magazine Awards, AcademyHealth’s Impact Award for highest research impact on healthcare, a MacArthur Fellowship, and the Lewis Thomas Award for writing about science.

Dr. Margaret A. Hamburg is an internationally recognized leader in science, medicine and public health. She recently completed her term as Foreign Secretary of the National Academy of Medicine, where she served as senior advisor on international matters and liaison with other Academies of Medicine and Science around the world. She continues to represent the National Academies of Science, Engineering and Medicine on the steering committee of the InterAcademy Partnership for Science, Health and Policy, the organization that represents Academies of Science and Medicine around the world. Dr Hamburg is also the immediate past Chair/President of the American Association for the Advancement of Science (AAAS), the world’s largest scientific membership organization. Prior to this, Dr Hamburg was appointed by President Obama as Commissioner of the Food and Drug Administration. In this role she was known for advancing regulatory science, medical product innovation and the globalization of the agency, while also overseeing the implementation of groundbreaking laws to curb tobacco use and enhance food safety. Previously, Dr. Hamburg served as Vice President and Senior Scientist at the Nuclear Threat Initiative, a foundation dedicated to reducing nuclear, chemical and biological threats. Dr. Hamburg also served as New York City Health Commissioner, where she undertook major initiatives to reduce infant mortality, address HIV/AIDS, curtail the resurgence and spread of tuberculosis, and launched the nation's first public health bioterrorism preparedness program. President Clinton later named her Assistant Secretary for Planning and Evaluation for the U.S. Department of Health and Human Services, the chief policy role in the department. Earlier in her career, Dr. Hamburg served as Assistant Director of the National Institute of Allergy and Infectious Diseases, National Institutes of Health. Dr. Hamburg is board certified in Internal Medicine. She is a graduate of both Harvard College and Harvard Medical School and completed her medical residency at the New York Hospital-Cornell-Weill Medical Center.

Dr. Alaa Murabit is a medical doctor, global health and security strategist, women’s rights advocate, and United Nations High-Level Commissioner on Health Employment and Economic Growth. Alaa is one of 17 Sustainable Development Goal Advocates appointed by the UN Secretary-General due to her leadership in establishing and advancing the SDGs, and a 2020–2021 Fellow at the Radcliffe Institute for Advanced Study at Harvard University. She leads The Gates Foundation’s Global Policy and Advocacy Health work, in partnership with the Global Health and Global Development divisions. Her work has shaped policies in over 190 countries and impacted the lives of billions. She was most recently named a 2022 World Economic Forum Young Global Leader for her work at the intersections of global security, health, gender, and sustainability. Alaa previously founded the women’s rights organization Voice of Libyan Women in 2011 at the age of 21 and later founded an accelerator for emerging women’s leadership in security, health, peacebuilding, and policy. Her TED Talk, “What My Religion Really Says About Women,” has been viewed 7+ million times. In 2016, she became executive director of Phase Minus 1, providing thought leadership in emerging security and inclusive security. Alaa is the recipient of 100+ honors and awards, including the Canadian Meritorious Service Cross, BBC 100 Women, Forbes 30 Under 30, CNN Leaders You Should Know, Nelson Mandela International Changemaker Award, and was the youngest Harvard Law’s Women Inspiring Change honoree. She is an MIT Media Lab Director’s Fellow and serves on the board of the Malala Fund. Alaa received an M.D. from the University of Zawia in Libya and an MSc in International Strategy and Diplomacy, with Distinction, from the London School of Economics and Political Science.

Dr. Mayesha Alam is Vice President of Research at FP Analytics, Foreign Policy’s independent research and advisory division. She helped establish and served as deputy director of the Georgetown Institute for Women, Peace and Security, and previously also worked with the UN, World Bank, OSCE, and various NGOs. Dr. Alam is the author of two books and numerous reports on conflict, climate change, gender, democracy, and development. Her commentary has featured in CNN, NPR, The Washington Post, and Newsweek, among others. A Non-Resident Senior Fellow at the United Nations University Centre for Policy Research, Dr. Alam has taught at Georgetown University and New York University. She holds a Ph.D. in political science from Yale University.

Ravi Agrawal is the editor in chief of Foreign Policy. Before joining FP, Agrawal worked at CNN for more than a decade, including his most recent position as the network’s New Delhi bureau chief and correspondent. Previously, he served as a senior producer in CNN’s New York and London bureaus, receiving a Peabody Award and three Emmy nominations for his work. Agrawal is the author of India Connected: How the Smartphone Is Transforming the World’s Largest Democracy. He is a graduate of Harvard University.

Tal Alroy is the executive producer of FP Live at Foreign Policy. She is an Emmy Award winning journalist who previously worked as a producer on Fareed Zakaria’s documentary team at CNN.

Gabe Bankman-Fried is the founder and director of Guarding Against Pandemics, a group of scientific and political experts committed to promoting technological innovation to prevent future pandemics. Prior to founding GAP, he worked as a staffer in the House of Representatives, a political data analyst and forecaster for Civis Analytics, and as a trader for Jane Street Capital. He also oversees Building a Stronger Future, a family foundation that he created with his brother, Sam. He started GAP convinced that there was a bipartisan desire to reduce the harm of future biological risks. He graduated from Brown with a degree in Computer Science.

Avril Benoît is the executive director of Doctors Without Borders/Médecins Sans Frontières in the United States (MSF-USA). She has worked with the international medical humanitarian organization since 2006 in various operational management and executive leadership roles, most recently as the director of communications and development at MSF’s operational center in Geneva, a position she held from November 2015 until June 2019. Throughout her career with MSF, Avril has contributed to major movement-wide initiatives, including the global mobilization to end attacks on hospitals and health workers. She has worked as a country director and project coordinator for MSF, leading operations to provide aid to refugees, asylum seekers, and migrants in Mauritania, South Sudan, and South Africa. Avril’s strategic analysis and communications assignments have taken her to countries including Democratic Republic of Congo, Eswatini, Haiti, Iraq, Lebanon, Mexico, Mozambique, Nigeria, Sudan, and Syria. From 2006 to 2012, Avril served as director of communications with MSF Canada. Prior to joining MSF, Avril had a distinguished 20-year career as an award-winning journalist and broadcaster in Canada. She was a documentary producer and radio host with the Canadian Broadcasting Corporation (CBC), reporting from Kenya, Burundi, India, and Brazil on HIV stigma, rapid urbanization, sexual violence in conflict, and political inclusion of women, among numerous other assignments and topics.

Katherine E. Bliss brings her expertise in the social sciences, Latin American studies, and international relations to her work analyzing U.S. government support for health programs in low- and middle-income countries. She is particularly interested in how political and cultural perspectives shape approaches to such global health challenges as HIV/AIDS; vaccine-preventable diseases; and access to safe drinking water and sanitation. Trained as a historian, Katherine spent the early part of her career teaching at the university level and publishing books and articles on gender relations and public health in twentieth-century Mexico. A Council on Foreign Relations International Affairs Fellowship enabled her to shift her focus to global health policy, placing her at the U.S. Department of State, where she worked on environmental health issues and the development of foreign policy approaches to pandemic preparedness. At CSIS, Katherine has previously served as deputy director and senior fellow within both the Americas Program and Global Health Policy Center, where she oversaw a multi-program project on the influence of the BRICS countries on the global health agenda and directed the Project on Global Water Policy. Her recent work has examined the health situation in the context of the Venezuelan political crisis and the challenges facing immunization programs within fragile or disordered settings. Katherine received her A.B. in history and literature, magna cum laude, from Harvard College and her Ph.D. in history from the University of Chicago. She completed a David E. Bell Fellowship at the Harvard Center for Population and Development Studies.

Nidhi Bouri serves as the Acting Senior Director for Development, Global Health, and Humanitarian Response, at the National Security Council at the White House. In this capacity, she coordinates all aspects international development, global health, and humanitarian assistance in the Biden-Harris Administration’s foreign policy formulation. Most recently, Nidhi served as the Director for Global Health Response at the National Security Council. She has over 15 years of field-based experience in global health, humanitarian response, and national security positions and served in a range of positions at USAID, focused on building partnerships with U.S. government agencies and multilateral organization and leading dynamic teams in complex environments. Ms. Bouri served as the Senior Advisor to the Assistant to the Administrator of USAID’s Bureau for Humanitarian Assistance, where she oversaw COVID-19 response efforts, advanced planning to respond to global health crises, and led the bureau’s efforts to advance diversity, equity, and inclusion. Prior to that, she stood up USAID’s COVID-19 Task Force and served as the Deputy Executive Director and Chief of Staff. In this capacity, Ms. Bouri oversaw $1.5 billion of foreign assistance and 200 staff to support the global response to COVID-19 and USAID’s internal operations to protect its workforce. Prior to joining USAID, Ms. Bouri worked in the non-governmental and non-profit sectors, where she oversaw development and humanitarian assistance programs and research efforts, with a focus on health system collapse, humanitarian protection, mass migration, and addressing inequity. Ms. Bouri has worked on the frontlines to deliver humanitarian assistance in several countries, including Afghanistan, Iraq, Ukraine, the Democratic Republic of Congo, and Nepal. She is a graduate of the Johns Hopkins Bloomberg School of Public Health.

Allison Carlson is the Managing Director of FP Analytics, Foreign Policy’s independent research and advisory division, and FP Events. She oversees FPA’s cross-cutting research at the intersection of policy, technology, and global markets, as well as Foreign Policy’s global dialogues and convenings. Prior to these roles, Ms. Carlson led FP Analytics' energy and technology team for over a decade, evaluating evolving climate and emissions policies and identifying opportunities for advanced technology deployment internationally. She received her Master's Degree from The Johns Hopkins School of Advanced International Studies (SAIS) in International Relations and International Economics. An avid public speaker, she has presented her work at a range of international conferences and before the United States Senate.

Dr. Hillary H. Carter serves as the Deputy Senior Director for Global Health Security and Biodefense on the National Security Council (NSC) staff where she drives policy actions to end the acute phase of the COVID-19 pandemic, prepare the Nation to prevent future pandemics, and counter biological weapon threats. Immediately prior to joining the NSC for a second tour, Hillary served as the Acting Deputy Assistant Secretary in the Department of Homeland Security’s Countering Weapons of Mass Destruction Office (CWMD). In this role, she led a team to develop strategy, policy, and plans to counter chemical, biological, radiological, and nuclear threats, working closely with DHS Components, the federal interagency, and the National Security Council (NSC) staff. This team also led CWMD’s risk and capability gap analysis and reporting functions. Prior to joining DHS, Hillary served as the Senior Policy Advisor to the NSC’s Homeland Security and Counterterrorism Advisor where she advised on resilience, cyber, weapons of mass destruction, counterterrorism, and transportation security issues. Hillary also served as the Director for Countering Biological Threats on the NSC staff, coordinating policy to combat deliberate, accidental, and naturally occurring biological threats and leading the development of the 2018 National Biodefense Strategy and 2019 Global Health Security Strategy. Prior to joining NSC staff in 2016, Hillary was a Team Chief in the Office of Cooperative Threat Reduction (CTR) at the U.S. Department of State. In this role, Dr. Carter led CTR’s special project and management teams to develop policy and implement a multimillion-dollar program to counter global biological, chemical, and nuclear threats. Hillary first joined the State Department as a Science and Technology Policy Fellow through the American Association for the Advancement of Science after earning a Ph.D. in cell and developmental biology from Vanderbilt University. She is a Term Member of the Council on Foreign Relations and enjoys teaching and guest lecturing on global health security and biodefense topics. Hillary lives in Arlington, VA with her husband and three children.

Thomas Cueni is Director General of IFPMA, the global association of pharmaceutical research companies, based in Geneva and is Secretary of the global Biopharmaceutical CEO Roundtable (BCR). In this capacity, Thomas Cueni was instrumental in creating the AMR Action Fund, a collective venture, launched in July 2020, to bridge the current gap in funding for the development of new antibiotics. Thomas Cueni represents the innovative biopharmaceutical industry on the ACT Accelerator, the Access to COVID-19 Tools (ACT) Accelerator, a unique global collaboration to accelerate development, production, and equitable access to COVID-19 tests, treatments, and vaccines. Thomas Cueni is Chair of the Business at OECD Health Committee, and also serves as Industry Co-Chair of the APEC Biopharmaceutical WG on Ethics. Furthermore, he is Chair of the Board of the cross-sectoral AMR Industry Alliance, a group committed to tackling the threat of antimicrobial resistance, which includes more than 100 companies and associations representing Rx pharma, generics, biotech, and diagnostics. Prior to joining IFPMA he was Secretary General of Interpharma, the association of pharmaceutical research companies in Switzerland, and for many years was a member of the Board and Chair of a key committee of the EFPIA. Prior to his appointment with Interpharma, Thomas Cueni had a career as a journalist, inter alia as London correspondent for the “Basler Zeitung” and “Der Bund”, and he served as a Swiss career diplomat with postings in Paris (OECD) and Vienna (IAEA, UNIDO). He studied at the University of Basel, the London School of Economics, and the Geneva Graduate Institute for International Studies, and has Master degrees in economics (University of Basel) and politics (London School of Economics).

Jack Detsch is a Pentagon and national security correspondent at Foreign Policy magazine, where he works to provide readers with a front-row seat to the Defense Department debates shaping U.S. national security. Before he joined FP, Detsch won the exemplary media award from the Forum on the Arms Trade for his coverage of the U.S. policy toward Yemen at Al-Monitor. Detsch came to Washington after covering cybersecurity for the Christian Science Monitor in Boston and working at NPR-affiliated radio stations in the San Francisco Bay Area.

John Frank joined Illumina in 2022 as the company’s first-ever Chief Public Affairs Officer. As Illumina’s top leader, adviser and decision maker on government affairs and public policy matters for the company, John directly advises Illumina’s CEO, Board of Directors, General Counsel, and Executive Leadership Team, offering expertise and assessing geopolitical and policy implications of Illumina’s business and strategies.   Prior to joining Illumina, John spent more than 25 years at Microsoft in numerous leadership positions in Paris, Redmond, Brussels and most recently in New York City as Vice President of United Nations Affairs where he created Microsoft’s first corporate representation office  for the United Nations and international organizations. Prior to that he led Microsoft’s European Union Government Affairs program based in Brussels. Before Microsoft, John practiced law with Skadden Arps and Orrick.   John received his BA in Public and International Affairs from Princeton University and his J.D. from Columbia University School of Law.  John is a Life Member of the Council on Foreign Relations and sits on numerous boards including the US Council on International Business and the Seattle Art Museum which he previously chaired.

Dave Fredrickson was appointed Executive Vice-President, Oncology Business Unit (OBU) in October 2017 and is responsible for driving growth and maximising the commercial performance of the AstraZeneca global oncology portfolio. In addition, Dave plays a critical leadership role defining and delivering the oncology strategy for the company with accountability for marketing, sales, medical affairs and market access both globally and in major markets. Dave serves as the executive lead for AstraZeneca’s North American Inclusion & Diversity strategy, as well as for the company’s Health Equity Advisory Council where he works with a diverse group of external experts to advance health equity in the U.S. Since joining AstraZeneca in 2014, Dave has held several leadership positions of increasing responsibility, including Vice President, Specialty Care for AstraZeneca in the U.S. and President of AstraZeneca K. K. in Japan. Before joining AstraZeneca, Dave worked at Roche/Genentech, where he served in several functions and leadership positions, including Oncology Business Unit Manager in Spain and strategy, marketing and sales roles in the U.S. Before joining Roche/Genentech, Dave worked at the Monitor Group, LLC (now Monitor Deloitte Group, LLC), a global strategy consultancy. Dave is a graduate of Georgetown University in Washington, DC.

Dr. Matthew Hepburn is currently a Senior Advisor to Director of the Office of Science and Technology Policy (OSTP) for pandemic preparedness. Previously, Dr. Hepburn was the Vaccine Development Lead for the Countermeasures Acceleration Group (CAG), formerly known as Operation Warp Speed, a partnership between the Departments of Health and Human Services (HHS) and Defense (DoD) founded in May 2020 to help accelerate the development of COVID-19 vaccines. Prior to this position, Dr. Hepburn served as the Joint Project Lead of Enabling Biotechnologies for the Joint Program Executive Office for CBRN Defense. In this role, he was responsible for establishing a start-to-finish capability to develop vaccines and therapeutic solutions against current future biological threats. Due to the creation of this foundational capability, the team implemented the DoD Vaccine Acceleration Project, which provides key investments to advance vaccines and antibody therapeutic efforts, with special emphasis on acceleration of manufacturing these products and clinical trials. Dr. Hepburn served 23 years in the United States Army as an infectious diseases physician, retiring as a Colonel. His final assignment was as a Program Manager at DARPA (2013-2019). Concurrent with the first two years at DARPA, Dr. Hepburn also served on the research and development team at the newly Research, Development and Acquisitions Directorate at the Defense Health Agency. From 2010-2013, he served as Director of Medical Preparedness on the White House National Security Staff. Additional assignments have included Chief Medical Officer, Level 2 Treatment facility in Iraq (2009-2010), for which he earned a Bronze Star. Prior to deployment, Dr. Hepburn was Clinical Research Director at the U.S. Army Medical Research Institute for Infectious Diseases (2007-2009), leading domestic and international clinical research efforts on biodefense products. This role entailed extensive service with the Cooperative Threat Reduction program in the republics of the former Soviet Union. Col. Hepburn was also an exchange officer to the United Kingdom (2005-2007) and internal medicine chief of residents at Brooke Army Medical Center (2000-2001) at Fort Sam Houston, Texas.
Dr. Hepburn completed his infectious disease fellowship and internal medicine residency training at Brooke Army Medical Center in San Antonio, Texas. He received his medical degree and undergraduate degree in biomedical engineering from Duke University

Chairperson for the Kenya Students and Novice Nurses (KESNNUR), where she coordinated mentorship, leadership training, and professional development programs for young nurses in Kenya. She was also a
Global Associate in the Global Leadership Development Programme, North Ireland Nightingale Challenge. She worked as a Nursing Officer Intern at Kitui County Referral Hospital and Volunteer Nurse
at Kerugoya Medical Center, where she was directly involved in the provision of Nursing Care to patients
in different departments. Over the past 3 years as a nurse, she has spoken at several Nursing Now and Global Events including the White House Covid-19 Summit. She has utilized her platform to speak out about supporting nurses to get fair pay, adequate PPE and the recruitment of more healthcare workers to curb the shortage as well support for training and research. Zipporah is passionate about the development of her community and has been involved in various projects such as Sanitary Towel Drives, Blood Donation Campaigns, and COVID 19 initiative – distribution
of hand sanitizers and soaps to childrens’ homes and street families. She served as a County Ambassador (Kirinyaga) with the Global Peace Foundation – Kenya, promoting peace initiatives and entrepreneurial
development of the youth in Kirinyaga County, Kenya. Zipporah was also crowned Miss Universe International Kenya 2020/2021.

Amelia Lester is the executive editor at Foreign Policy. She has worked as a journalist on three continents, most recently reporting in Japan for publications including the Economist, the New York Times, and the New York Review of Books. Previously, she was editor in chief of the weekend magazine of the Sydney Morning Herald and Melbourne Age newspapers and, before that, managing editor and an executive editor of the New Yorker. Amelia lives in Washington, D.C., and is a graduate of Harvard University.

Gilberto Lopes is medical director for international programs and associate director for the Sylvester Comprehensive Cancer Center at the University of Miami, interim chief of the medical oncology division and professor of clinical medicine at the Miller School of Medicine. He currently serves in the board of directors for the Union International for Cancer Control and as Editor-in-Chief for the American Society of Clinical Oncology’s JCO Global Oncology. He completed medical school at the Federal University of Rio Grande do Sul in Brazil and residency in internal medicine, chief residency and hematology and medical oncology fellowship at the University of Miami and Jackson Memorial Hospital. He was assistant professor of oncology at the Johns Hopkins University and senior consultant and associate director for clinical research at the Johns Hopkins Singapore International Medical Center and served as Chief Medical and Scientific Officer for the Oncoclinicas group, the largest oncology provider in Latin America and one of the largest in the world. Dr. Lopes has published more than 200 papers and book chapters in journals such as the Journal of Clinical Oncology, Cancer, Nature Reviews, Lancet, Lancet Oncology and Health Affairs. In addition to delivering lectures around the world, he has been principal, co-Principal Investigator or steering committee member in more than 150 studies and clinical trials covering breast, gastrointestinal, genitourinary and thoracic cancers. His other main areas of research interest are disparities, health economics, value, policy and access to cancer drugs and care in low and middle-income countries.

Dr. Mihigo is a senior public health specialist with over 27 years of experience in designing, implementing and evaluating disease control programmes at national and international levels. He spent over 18 years working with the World Health Organization (WHO) in Africa and has also consulted for UNICEF, the World Bank, and the Global Fund to Fight AIDS, Tuberculosis and Malaria. Dr Mihigo has a Medical Degree from the University of Kisangani in the Democratic Republic of Congo and a Master’s Degree in Public Health from Boston University, Massachusetts, USA. Immediately prior to joining Gavi, he worked at the WHO Regional Office for Africa as the Immunization and Vaccines Development Programme Coordinator.

Janet Muriuki is a medical doctor and public health specialist with over 15 years of experience in the health sector. She is the program lead for IntraHealth’s USAID-funded Human Resources for Health (HRH) Kenya mechanism, having previously held the same position under the HRH Capacity Bridge and Capacity Kenya projects. Muriuki previously worked for Pathfinder International as the quality improvement advisor and as service delivery specialist for HIV; TB; family planning; reproductive, maternal, neonatal, child, and adolescent health under the APHIA II Nairobi-Central and APHIAplus Nairobi-Coast projects. She has provided strategic, technical, and thought leadership, while activating broader thinking on national and county government and public and private sector health development. Muriuki has extensive experience in health systems strengthening; human resources for health at national and county government levels; training medical institutions in the design of training programs; traditional and innovative approaches for in-service training; improvement of health service delivery in the public, private, and faith-based sectors; policy guidelines formulation and implementation; quality improvement systems; and donor and government relations.

Reena is a television journalist who has worked as a White House correspondent, foreign reporter, and news anchor for ABC, CBS, and Fox News. She has reported around the world from India to Israel, Libya to Lebanon. She was the anchor, most recently, of the CBS evening news on Saturday nights. She is the founder of Good Trouble Productions, a media company focused on creating content with purpose.

Jayne O'Donnell is founder and CEO of Youthcast Media Group (YMG) and USA TODAY’s former health policy reporter. YMG, launched in 2017 as the Urban Health Media Project, trains diverse high school students from under-resourced communities to do multimedia health and social issue journalism – and then gets them published in media outlets. Jayne was a USA TODAY Money reporter from 1994 to 2013, covering auto and product safety, airlines, retail and white collar crime. She then covered health policy, mental health and patient safety until April 2021. An author, TV and radio contributor, Jayne has appeared on Good Morning America, CBS This Morning, CNN, MSNBC, NPR and C-Span and been published in magazines including Woman’s Day, Good Housekeeping, Parents and Autoweek. She has won several awards for her work, most notably for her 1996 articles in USA TODAY on the dangers air bags posed to children. That reporting prompted many government actions including the “smart" air bags and warning labels in every new vehicle. She has spoken at and appeared on panels at SXSW and dozens of other conferences, including those sponsored by the National Retail Federation, the Business Roundtable, AARP and the Association of Health Care Journalists. A graduate of University of Maryland’s College of Journalism, Jayne did graduate work at George Washington University’s School of Business. She lives in McLean, Va. with her husband. Their daughter, Cate, is a 2022 Syracuse University graduate who double majored in public health and public policy.

Professor Outterson teaches health care law at Boston University, where he co-directs the Health Law Program. He serves as the founding Executive Director and Principal Investigator of CARB-X, a $822M international public-private partnership to accelerate global antibacterial innovation. Key partners in CARB-X include the US Government–Biomedical Advanced Research and Development Authority (BARDA) and U.S. National Institute of Allergy and Infectious Diseases (NIAID)– Wellcome, the U.K. and German governments (the Global AMR Innovation Fund and the Federal Ministry of Education and Research), and the Bill & Melinda Gates Foundation. Professor Outterson’s research focuses on the law and economics of antimicrobial resistance. He served as a senior author on many key research reports on antibiotic innovation, including Chatham House, ERG, DRIVE-AB, and the Lancet Commission. Professor Outterson received the 2015 Leadership Award by the Alliance for the Prudent Use of Antibiotics for his research and advocacy work. He has testified before the US Congress, UK Parliamentary working groups, World Health Organization (WHO), and state legislatures.

Andrew Pekosz received his BS in Biochemistry from Rutgers University and his Ph.D. in Molecular and Cell Biology from the University of Pennsylvania. Dr. Pekosz is a Professor and Vice Chair in the Department of Molecular Microbiology and Immunology at the Johns Hopkins Bloomberg School of Public Health and his laboratory studies the basic biology of influenza, coronaviruses and other emerging and zoonotic virus infections. Dr. Pekosz is the co-Director of the Johns Hopkins Center for Excellence in Influenza Research and Response (JH-CEIRR) and Director of the Center for Emerging Viral Infectious Diseases (CEVID). He has authored more than 150 scientific papers, is on the editorial board for several journals and has served on several National Institute of Health scientific and policy review boards focused on biosafety and biocontainment. He has been interviewed on the topics of COVID-19, influenza, vaccines, biosafety, emerging infectious diseases and pandemic preparedness by a number of news agencies including National Public Radio, the Associated Press (AP), the Baltimore Sun, the New York Times, the Washington Post, Cable News Network (CNN), CSPAN, British Broadcasting Company (BBC), Bloomberg Television, Al Jazeera, France24, Voice of America, the Discovery Channel and numerous local radio and television stations.

Ms. Pace is responsible for advancing the U.S. international health agenda through multilateral and bilateral forums. Reporting directly to the Secretary of Health & Human Services (HHS), she is the Office of Global Affairs’ lead on setting priorities and policies that promote American public health agencies and interests worldwide. Ms. Pace oversees HHS’ engagement with foreign governments and international institutions as well policymaking bodies such as the G7, G20, United Nations General Assembly (UNGA), and World Health Assembly. Previously, she served as President & Executive Director of Global Health Council (GHC) and was also a member of the Biden-Harris Transition COVID-19 Advisory Board. At GHC, she advocated for increased federal investments in global health, in the face of budget cuts to the U.S. Centers for Disease Control & Prevention, United States Agency for International Development, and World Health Organization (WHO). Prior to her role at GHC, Ms. Pace spent over a decade working with community-based organizations and grassroots leaders in countries across Africa and Asia on campaigns calling for person-centered access to health. Additionally, she has held positions on various global and regional advisory committees and boards that focus on equity and inclusion. Ms. Pace holds a Bachelor’s degree with Honors in human biology from Stanford University and a Master’s degree in international health & human rights with the distinction of Delta Omega from Johns Hopkins Bloomberg School of Public Health.

Lori M. Reilly is Chief Operating Officer, providing executive level management, leadership and strategic direction at the Pharmaceutical Research and Manufacturers of America (PhRMA). In this role, Ms. Reilly oversees PhRMA’s Advocacy activities, including its federal, state, and international government affairs and alliance development work. Ms. Reilly provides strategic leadership and works across PhRMA to develop and advocate for practical policy solutions that will lower costs for patients. Ms. Reilly, named by the Hill as a top lobbyist since 2018 and recognized by the Washingtonian as one of the 250 most influential people, has a long record of working with members of Congress on a bipartisan basis and collaborating with stakeholders across the health care industry. Ms. Reilly is a frequent presenter on industry-related issues, including testifying before Congress on multiple occasions. Ms. Reilly has over two decades of experience at PhRMA; prior to her current role, Ms. Reilly was the Executive Vice President of Policy, Research, and Membership at PhRMA, leading the development and implementation of legislative, regulatory, and political strategies to advance policies that encourage patient access and medical innovation. She has also served as counsel at the U.S. House of Representatives Committee on Commerce and was Counsel to a member of the House Ways and Means Committee. Ms. Reilly received a B.A. in Political Science from the University of Nebraska-Lincoln where she graduated with Honors, and a J.D. from the University of Nebraska College of Law. She currently resides in Alexandria, Virginia with her husband and their four children.

Dave joined Seqirus in October 2017 as Vice President of Commercial Operations – North America. Prior to this, Dave held several senior roles at Sanofi Pasteur, including Head of Marketing and Sales for VaxServe, a subsidiary of Sanofi Pasteur, Head of Strategic Programs for the Global Influenza Franchise, and Head of US Marketing for the Influenza Franchise. He joined Sanofi Pasteur in 2004 from BASF Corporation, where he also held a number of leadership roles in Sales, Marketing, and Finance during his 16-year tenure. Dave has a BS in Finance from Seton Hall University and an MBA from Fairleigh Dickinson University.

Peter Sands became Executive Director of the Global Fund to Fight AIDS, Tuberculosis and Malaria in March 2018. Sands joined the Global Fund after a distinguished career in banking, most notably as Chief Executive Officer of Standard Chartered PLC from 2006 to 2015. Under his direction, Standard Chartered focused its corporate responsibility initiatives on health issues, including avoidable blindness, AIDS and malaria. During this time, Sands served on the board of the Global Business Coalition on AIDS, Tuberculosis and Malaria and was lead non-executive director on the board of the United Kingdom’s Department of Health. After stepping down from Standard Chartered in 2015, Sands became a research fellow at the Harvard Global Health Institute and the Mossavar-Rahmani Center for Business and Government at Harvard Kennedy School, where he worked on a range of projects at the interface of global health and international finance, publishing papers in the New England Journal of Medicine and The Lancet. In 2015-16, Sands was chair of the U.S. National Academy of Medicine’s Commission on a Global Health Risk Framework for the Future, which published the influential report “The Neglected Dimension of Global Security: a Framework to Counter Infectious Disease Threats” in January 2016. In 2016-2017, he chaired the International Working Group on Financing Pandemic Preparedness at the World Bank. Sands, who remains affiliated with Harvard, is also a member of the U.S. National Academy of Science’s Forum on Microbial Threats. Sands has served on numerous boards and commissions, including as a governor of the UK’s National Institute for Economic and Social Research, a member of the International Advisory Board of the Monetary Authority of Singapore, a board director of the Institute of International Finance, and a director of the World Economic Forum. Sands was educated in the UK, Canada and the U.S. He graduated from Brasenose College, Oxford University with a First-Class degree in Politics, Philosophy and Economics. He also received a Master’s in Public Administration from Harvard University, where he was a Harkness Fellow.

Andrew Sollinger is Foreign Policy’s Publisher and CEO. He joined FP in March 2018 to oversee all revenue generating efforts through subscriptions, sponsorships, advertising, events, podcasts and new ventures. Most recently at Business Insider as EVP – Subscriptions, Andrew previously ran the business side of Politico’s Capital New York acquisition (now Politico New York), was Managing Director – Americas at the Financial Times, and helped build and sell the digital startup Money Media to FT. He started his media career as a journalist at Institutional Investor, and was based in New York, London and Hong Kong. He has extensive experience in management, product development, digital and subscription sales, research, and in setting strategy.

Dr. Ralf Sudbrak (male) is Interim Secretariat Lead of the Global AMR R&D Hub in Berlin. He joined the Hub in February 2019. He is a biologist by training and specialist in genetic and genomics as well as personalised medicine. From 2014 to 2018 he was involved as an independent researcher in tenders of the European Commission about the assessment EU framework programmes FP7 and Horizon2020. From 2013 to 2014 he worked in a young Berlin-based SME that has been specialised in the development of novel processes and technologies in personalised medicine in cancer patients. Until 2013 he used to work at the Max Planck Institute for Molecular Genetics in Berlin, Germany for over 15 years. He was involved in the Human Genome project and later was project leader in the 1000 Genome project. He worked at a Postdoctoral research fellow in the laboratory of Anthony Monaco at the Wellcome Trust Centre for Human Genetics of the University of Oxford. He published his research findings in over 50 publications in peer-reviewed journals including, Nature, Nature Genetics and Science.
