Carlos Ruiz-Hernández
Carlos Ruiz-Hernández is a Panamanian diplomat and international lawyer based in Washington, D.C., where he is a senior fellow at the Inter-American Dialogue and a senior advisor at the Center for Strategic and International Studies. He previously served as Panama’s vice minister of foreign affairs and ambassador, deputy permanent representative to the United Nations.
